About the WACP
  • The West Africa Competitiveness Programme (WACP) implemented by ITC is part of the West Africa Competitiveness Programme (WESCOMP) formulated under the framework of the European Union (EU) Regional Indicative Programme (RIP) of the 11th European Development Fund (EDF), The programme aims to create decent jobs and fight poverty by strengthening the competitiveness of West African countries and enhancing their integration into the regional and international trading system. WESCOMP consists of a regional component for the Economic Community of West African States (ECOWAS) and country components.
The EU has entrusted ITC with the implementation of the regional component of WACP together with UNIDO.  Through direct contracting from the EU to ITC, ITC will implement a total budget of €5,885,000 under the regional programme with the following outputs:
  • Output 1.3: Regional level – Better regional linkages among selected value chain actors promoted and key regional intermediary organizations supported.
  • Output 2.2: Regional level – Regional policy and framework to improve industrial competitiveness are harmonized, formulated and monitored.
Specific Objectives
  • Improve the performance, growth and contribution to industry, regional trade and exports of selected value chains.

Duties and Responsibilities
Function / Expected Results: Operations management:
  • Support organization of events, trainings and workshops including preparation of budgets, booking of meeting facilities and other services;
  • Support procurement of materials, equipment and services: requests for quotations, preparation of procurement documents, budgets, reception of goods;
  • Carry out operations in UN-wide the enterprise management system, UMOJA;
  • Prepare grant MOU documents and manage agreement and signature processes;
  • Facilitate other partnership agreements under the project;
  • Provide inputs for project newsletter and other communication materials;
  • Keep records of project commitments including Grant MOUs, procurement, imprest account;
  • Keep and manage project files;
  • Prepare meeting minutes;
  • Keep records of project beneficiaries and partners and facilitate related CRM functions;
  • Ensure mail correspondence with project stakeholders, draft and manage incoming and outgoing correspondence and official communications;

The Former Publicity Secretary of the All Progressives Congress Bolaji Abdullahi explained why the Muhammadu Buhari, Nigerians voted into power in 2015, is not the same president today at Aso Rock.
Abdullahi, who was part of the ruling party’s mass defection, asked Nigerians to leave the Buhari train, adding that the man who presides over the nation’s affairs today was not the leader that Nigerians had endorsed in 2015.
He said Monday in a conversation with Vanguard in response to the vote of no confidence passed to President Buhari on Sunday by leaders of the Northern Seniors Forum.

The director of communications and strategies of the Peoples Democratic Party of the presidential campaign organization said he did not participate in the cloning debate, but insisted that Buhari had abandoned the principles for which he was widely revered.
He said, “Some of us risked our political careers to rally round Muhammadu Buhari in 2015 and today we have realised that we are in a one-chance vehicle. But I say that having realized where we are, it is time to get down from that one-chance vehicle.
“The Northern Elders Forum was one of the strongest supporters of Buhari in 2015 but they have now realised that the Buhari we have today is the not the Buhari they voted for in 2015.
“But the Buhari of today has been receiving corrupt people into his party who are hoping he will give them cover. Today, the position of the Northern Elders Forum has vindicated some of us who saw the wisdom in leaving the party (APC) to join the crusade to rescue Nigeria.”

(PPPRA), The Petroleum Products Pricing Regulatory Agency, has said the Federal Government has no plans to increase the pump price of Premium Motor Spirit known as petrol.
PPPRA’s Executive Secretary, Abdulkadir Saidu assured that the pump price of petrol remained N145 per litre.
Saidu appealed to Nigerians to ignore the growing speculation on the purported imminent increase in the pump price.
He urged marketers to ensure that there was no price distortion in their respective retail outlets, adding that PPPRA would continue to carry out its oversight function of monitoring exercise in depots and in all filling stations across the country.
In a statement he issued on Tuesday, Saidu stated that PPRA will ensure adherence to the regulated price and to nip in the bud other forms of sharp practices at retail outlets.
The Executive Secretary further warned that adequate sanctions await any erring filling station.
Saidu commended petroleum product marketers in the country for embracing dialogue with the Federal Government to resolve the issues arising from payment of the outstanding fuel subsidy claims.
Saidu said that embarking on strike was not always the best option to address any industrial dispute, irrespective of the circumstances, adding that the multiplier effects were always too much to bear.
The executive secretary appealed to the leadership of the oil marketers’ associations to cooperate with government to find a workable solution to the issues emanating from the payment of subsidy arrears.
He noted that PPPRA would continue to support, cooperate and collaborate with marketers to ensure conducive industrial climate where the best of the oil and gas sector could be showcased.
Saidu also assured Nigerians of PPPRA’s total commitment to service delivery and uninterrupted petroleum product supply and distribution especially during this festive period and beyond.
He appealed to motorists and other PMS consumers to desist from panic-buying, as PPPRA was working hard with other agencies of government to ensure adequate supply and distribution of petroleum products nationwide.

It was revealed that Senator Joshua Dariye is still receiving the N750, 000 salary and N13.5m monthly running cost from the National Assembly, six months after his conviction by a Federal Capital Territory High Court.
Dariye, who represents Plateau-Central Senatorial District, is still been paid the allowances because his seat had yet to be declared vacant by the leadership of the National Assembly.

Recall Dariye, who was governor of Plateau State from 1999 to 2007, was dragged to court by the Economic and Financial Crimes Commission for embezzling N1.162bn and was convicted by Justice Adebukola Banjoko.
He was subsequently sentenced to 14 years in prison, but his sentence was last month, reduced to 10 years by the Court of Appeal which however upheld his conviction.
Speaking with Punch on the telephone, an aide to Dariye, Mr Christopher John, confirmed the convicted senator and his aides were still receiving their full allowances.
He submitted that since Sen. Dariye had appealed his conviction at the Supreme Court, it would be unfair for his seat to be declared vacant when the court is yet to give a final judgement.
John said, “He has already appealed the case; so he is still a senator pending the decision of the Supreme Court.
“It is right for us to still be receiving salaries because his case has not ended. There are many other senators having issues with the courts like Senator Attah Idoko from Kogi State. Judgment was given in favour of AVM Isaac Alfa but since Idoko has appealed the case, he is still serving and attending sittings as a senator pending the outcome of the case.
“Aides should still be receiving salary because Dariye is still a senator. And he is still receiving his allowances and will continue to do so until the case is closed.”
The Special Adviser to the Senate President on Media, Yusuph Olaniyonu, however said he could not confirm if Dariye was still receiving allowances or not.
He however told Punch that Dariye’s seat could not be declared vacant until the leadership of the Senate received official communication from the Office of the Attorney General of the Federation.
He said, “The Senate President has no power to declare any seat vacant except he is presented with a request. We have to receive official communication from those who prosecuted him. We cannot read a report in the newspapers and go ahead to declare his seat vacant.
“Even if a senator dies, his family would inform the leadership of the Senate or senators would go and pay a condolence visit and officially confirm that he is dead and then the Independent National Electoral Commission will be notified that the seat is vacant.
“Those who convicted Senator Dariye never informed us that he had been convicted. In fact, we even read that he bought the APC ticket to contest for re-election. The AGF prosecuted him and he ought to write the Senate so that the seat can be declared vacant and another election conducted.”
In his reaction, the Director for Information at the National Assembly, Mr Jerry Agada, said there was no court order or directive from the Senate President to stop Dariye’s salary and so it could not be stopped.
Agada added that the National Assembly Commission had no such powers to stop it.
He said, “The procedure of the National Assembly is that a person’s seat must be declared vacant before he is no longer a senator. Based on the latest information we have, they said he had taken the matter to the Supreme Court.
“On our own, we have no power to stop the salary or allowances of any senator whose seat has not been declared vacant. Our intention was that his pay would be put on hold pending the outcome of the case but do we even have such powers?
“He remains a senator in the eyes of the law. It is not a matter of morality now but a matter of law. The power to declare any seat vacant resides in the Senate President or the Speaker.”

The Son- in law  to Governor Rochas Okorocha of Imo State, Uche Nwosu who recently defected to the Action Alliance (AA), has restated that no amount of cheap blackmail will dissuade him and his followers from supporting President Muhammadu Buhari’s reelection.
Nwosu who left the All Progressives Congress (APC) after he failed to emerge its candidate in the governorship primaries, stated that the circumstance that forced him to dump the APC has nothing to do with President Buhari.
He said that his support for the President is beyond personal considerations or party and religious inclinations.
Nwosu argued further that those fighting to get the attention of the President by blackmailing him cannot deliver him in their booths because “they are not popular”.
According to him, “Whether they blackmail us or not, the truth is that we have made up our minds to support President Buhari. If I will not be supporting President Buhari, I won’t be putting his pictures on my billboards and campaign posters, otherwise who am I deceiving. We have together with the governor of the state, Owelle Rochas Okorocha, made up our mind to support President Muhammadu Buhari in 2019 and nothing can change that.
“In 2015, President Muhammadu Buhari won with a wide margin in my Eziama-Obire Ward and in the 2019 election, despite being the governorship candidate of the Action Alliance, I will deliver President Buhari in my Ward but those running to Abuja to blackmail me cannot convince a single person to vote for President Muhammadu Buhari.
“All those carrying the blackmail should come out and show us their supporters that will vote for President Buhari all they are interested in is to use the President’s name and compromise the election because they know that they don’t stand a chance in a free and fair election but that will not work in Imo State”.
He added that who had it in mind to rig the 2019 governorship election will be disappointed as the people of the state will resist any such attempt.
In his words, “We have implicit trust in the leadership of the Independent National Electoral Commission (INEC) under Marmood Yakubu to deliver a credible election. So those relying on rigging and other malpractices will fail. Imolites will resist any attempt to steal their mandate, the people’s vote must count.
“In fact anybody thinking of rigging the 2019 election is making a big mistake because we will resist it, the youths of Imo state will resist it, the women and the leaders of the state will resist, if you are not popular, you are not popular and INEC knows that it is not possible to write result in Imo state. People should know that the era of sitting at home and writing results is gone.
